Someone who's actuated is motivated or inspired to do something. A prisoner who's actuated to escape may actually dig his way out of jail using a plastic spoon.
The adjective actuated is less common than its related verb, actuate, but you can still use it to describe someone who's moved to take some kind of action. The verb form has been around since the 1500s, though the adjective is newer. Both are rooted in the Latin actus, "a doing, a driving, or an impulse," which is also the source of the word act.
